The FCC Amateur Auxiliary is a formal program that authorizes volunteer amateur radio operators to monitor amateur frequencies and take action when they observe violations of FCC Part 97 rules. This self-policing mechanism is unique to amateur radio — no other radio service has a comparable volunteer enforcement structure.

Structure of the Auxiliary

The Auxiliary is organized under the American Radio Relay League (ARRL) through an agreement with the FCC. The program consists of:

• OOs (Official Observers): Volunteer Extra class operators who monitor frequencies and send educational notices to operators who may be violating rules
• ECs (Emergency Coordinators): Volunteer coordinators for ARES within specific geographic areas

What Official Observers Do

OOs monitor amateur radio frequencies for technical and operating violations. When an OO observes a potential violation, they send the operator an educational notice — a "pink card" — explaining what was observed and what the correct procedure should be. The goal is education, not punishment. Serious or repeated violations may be escalated to the FCC for formal action.
