The Difference Between a Radio Operator License and a Station License

FCC radio licensing involves two conceptually distinct authorizations: the station license (which authorizes a radio transmitter) and the operator license (which authorizes a person to operate radio equipment). Different radio services combine these in different ways. Understanding the distinction is fundamental to understanding the FCC licensing system.

Station License

A station license authorizes a specific radio station (transmitter and antenna system) to operate on specific frequencies from a specific location. Examples of station licenses include:

• Ship Station License — authorizes a vessel's radio equipment
• Aircraft Station License — authorizes an aircraft's radio equipment
• Land Mobile Radio License — authorizes a business radio system at a specific location
• Broadcast Station License — authorizes an AM or FM radio station

Operator License

An operator license authorizes an individual to operate radio transmitting equipment. Examples include:

• Restricted Radiotelephone Operator Permit — for maritime and aviation radio
• General Radiotelephone Operator License (GROL) — for commercial radio operators
• GMDSS Radio Operator certification — for maritime safety system operators

Amateur Radio: Both in One

Amateur radio is unique in combining both concepts into a single license. The FCC amateur radio license is simultaneously:

• An operator license — authorizing you to operate amateur radio equipment
• A station license — authorizing your home station (and portable/mobile operation)

When an amateur radio operator transmits, their license covers both their authorization to operate and the authorization for the station itself. This all-in-one structure is one of the reasons amateur radio licensing is simpler than maritime or aviation radio, where station and operator licenses are separate documents with different renewal cycles and fees.

Club Station Licenses

Club station licenses are an interesting case — they are pure station licenses. The club station is authorized to transmit, but only when operated by a licensed individual who serves as the control operator. The club license authorizes the station; the control operator's personal license authorizes the operation.
