Software-Defined Radio (SDR): Do You Need a License to Listen?
Software-Defined Radio lets you receive a huge range of signals with an inexpensive USB dongle. No license is required to listen — but transmitting is another matter.
Software-Defined Radio (SDR) is one of the most accessible ways to explore the radio spectrum. A basic RTL-SDR dongle costing $25–35 connected to a laptop can receive signals from aircraft, weather satellites, marine AIS, amateur radio, and much more. Understanding the legal framework around SDR is important for new enthusiasts.
Listening: No License Required
Receiving radio signals — listening — generally does not require an FCC license. The spectrum is broadcast publicly; anyone with appropriate equipment can receive it. This applies to:
- Amateur radio signals on all bands
- Aircraft ADS-B position transmissions (978/1090 MHz)
- Marine AIS ship position beacons (161/162 MHz)
- Weather satellite imagery (137 MHz NOAA satellites)
- NOAA weather radio broadcasts
- FM and AM broadcast radio
- Digital TV signals (ATSC)
There is one exception: receiving certain communications without authorization is prohibited under the Electronic Communications Privacy Act (ECPA). Specifically, intentionally intercepting cellular telephone calls, pager messages, and encrypted private communications, even if technically receivable, violates federal wiretapping statutes. In practice, RTL-SDR receivers cannot receive cellular signals in any case (they use TDMA/CDMA technologies on frequencies above RTL-SDR range).
Transmitting: License Required
SDR transmitting is a different matter entirely. Transmitting on any licensed frequency requires the appropriate FCC license. Transmitting on amateur radio bands requires an FCC amateur radio license. Using SDR hardware capable of transmission (like the HackRF or ADALM-PLUTO) to transmit without proper authorization is an FCC violation.
Getting Started with SDR
The RTL-SDR V4 dongle is the recommended starting point. Pair it with SDRSharp (Windows) or GQRX (Linux/Mac) software and a simple discone antenna. From there, explore aircraft tracking with dump1090, AIS ship tracking with OpenCPN, and weather satellite imagery with WXtoImg. Many SDR hobbyists eventually get licensed to transmit — the receiving experience builds genuine understanding of how radio works.
