High-Altitude Balloon (HAB) Operations and FCC Licensing
High-altitude balloon missions use amateur radio for tracking and communication. Here's what FCC licenses are needed for HAB operations.
High-altitude balloon (HAB) flights are a popular application of amateur radio technology, sending payloads carrying cameras, sensors, and radio transmitters to the edge of space — altitudes of 80,000 to 110,000 feet. Amateur radio provides the tracking and communication link for these missions. Understanding the FCC licensing framework for HAB operations helps ensure compliance and mission success.
Amateur Radio Systems on HABs
High-altitude balloon missions typically carry:
- APRS tracker: Transmits GPS position on 144.390 MHz (2-meter APRS frequency) so ground stations and the APRS-IS network can track the balloon in real time
- SSDV (Slow Scan Digital Video) transmitter: Sends images from the payload, typically on 70-centimeter frequencies
- Telemetry transmitters: Various sensors (temperature, pressure, radiation) transmitted via radio to ground
License Requirements
Because HAB transmitters operate on amateur radio frequencies (primarily 2 meters and 70 centimeters), the mission requires a licensed control operator. The control operator is responsible for the transmission even though the station is airborne. A Technician class license covers the 2-meter and 70-centimeter frequencies most commonly used for HAB.
Under FCC Part 97, amateur stations may be operated at any altitude. This makes amateur radio the natural choice for HAB missions compared to unlicensed alternatives, which have significant power restrictions.
FAA Coordination
In addition to FCC licensing, HAB operations must comply with FAA regulations for unmanned free balloons. Payloads over 6 pounds or those using payloads on a train exceeding 3 pounds on a single line require FAA notification (form 7711-2) filed 24 hours before launch. The FAA issues a NOTAM (Notice to Air Missions) for the flight path.
Getting Started with HAB
Many high school and college teams, ham radio clubs, and STEM organizations fly HABs. The relatively low cost of a basic payload (a few hundred dollars for GPS, APRS tracker, and camera), combined with the accessible technology, makes HAB one of the most exciting projects available to Technician-class operators.
